في ظل التحولات الاجتماعية والاقتصادية المتسارعة التي يشهدها عالمنا اليوم، باتت الحماية الاجتماعية ركيزة أساسية لضمان الكرامة الإنسانية وتحقيق العدالة الاجتماعية. وفي السياق الفلسطيني تحديدًا، تكتسب هذه القضية أهمية مضاعفة، نظرًا لخصوصية الواقع وتعقيداته. من هنا، تبرز الحاجة الملحّة إلى إعادة النظر في مفهوم الحماية الاجتماعية من منظور نقابي تشاركي، يرتكز على العدالة والتوازن في العلاقات المجتمعية.
واقع يستدعي التأمل
إن الحديث عن الحماية الاجتماعية يتطلب النظر بعمق إلى واقع توازن القوى داخل المجتمع. فعندما تختل هذه الموازين في فضاءات الحوار الاجتماعي، تتأثر فعالية منظومة الحماية، وقد يجد العمال والعاملات، والفئات الأكثر احتياجًا، أنفسهم في موقع أضعف مما ينبغي. كما أن محدودية الصوت المطلبي، وتحديات التنظيم النقابي الفعّال، تشكّل مؤشرات جدية تستحق التوقف عندها ومعالجتها بجدية ومسؤولية.
وفي الواقع الفلسطيني، تتعقّد هذه الإشكالية بفعل عوامل متعددة، أبرزها الاحتلال وتداعياته، وتحديات الوحدة الوطنية، وارتفاع معدلات البطالة، وتنامي ظاهرة الفقر، إلى جانب واقع ظروف العمل التي لا تزال بحاجة إلى تحسين كبير، لا سيما بالنسبة للنساء والشباب. إن العامل والعاملة اليوم يواجهان تحديات جسيمة، ويتطلّعان إلى سياسات فاعلة تتجاوز الخطاب النظري نحو حلول عملية ومستدامة.
نحو مراجعة بنّاءة
نحن اليوم أمام فرصة حقيقية لإجراء مراجعة شاملة وموضوعية لأدوارنا ومسؤولياتنا النقابية والمؤسسية. وهذا يستدعي طرح أسئلة جوهرية، من بينها:
كيف يمكن تعزيز فعالية أدوارنا المؤسسية والنقابية؟
ما هي السبل الأمثل لمواجهة التحديات الراهنة؟
كيف نضمن أن تكون مقارباتنا عملية وواقعية، وليست شكلية أو مؤقتة؟
إن تعزيز الشفافية، وتطوير الأداء المؤسسي، وبناء المصداقية، تمثل عناصر أساسية لتقوية النسيج المجتمعي، ودعم الاستقرار، وبناء ثقة الأجيال الشابة بمؤسساتها.
محاور التطوير الأساسية
تنطلق الرؤية النقابية المتجددة من التركيز على ثلاثة محاور استراتيجية أساسية:
أولًا، إعادة تعريف الحماية الاجتماعية بوصفها حقًا أصيلًا ومكتسبًا، لا منّة ولا مبادرة ظرفية، مع التأكيد على شموليتها واستدامتها.
ثانيًا، تطوير آليات الحوار الاجتماعي لتقوم على الشراكة الحقيقية والتوازن بين مختلف الأطراف، بما يضمن المشاركة الفاعلة لجميع المعنيين دون إقصاء.
ثالثًا، تعزيز توازن القوى داخل المجتمع، بما يعيد الاعتبار للدور الشعبي والنقابي في صياغة السياسات العامة واتخاذ القرارات المصيرية.
الحوار الاجتماعي الشامل
إن الحوار الاجتماعي الفعّال يجب أن يكون فضاءً تشاركيًا حقيقيًا، يشمل العمال، والطلبة، والأكاديميين، والنساء، والشباب، ومؤسسات المجتمع المدني، ليكون منصة للحوار البنّاء وصناعة الحلول المشتركة.
كما أن برامج التنمية والمشاريع الاجتماعية، رغم أهميتها البالغة، تحتاج إلى آليات متابعة وتقييم واضحة وشفافة، لضمان وصولها العادل إلى الفئات المستهدفة، وتحقيق الأثر الاجتماعي المنشود.
رسالة إلى الجيل الشاب
إلى شبابنا وشاباتنا، نوجّه رسالة ثقة وأمل.
أنتم طاقة التغيير الحقيقية في مجتمعنا.
أنتم حملة الرؤى المتجددة والأفكار الخلّاقة.
أنتم شركاء أساسيون في بناء المستقبل.
نحن بحاجة إلى طاقاتكم، وأفكاركم، ومبادراتكم، لتجديد العمل المؤسسي والنقابي، وضخ دماء جديدة في مختلف المستويات القيادية. كما تشكّل الانتخابات المحلية القادمة فرصة مهمة للمشاركة الفاعلة، وتجديد الهياكل، والمساهمة في بناء مرحلة جديدة قائمة على المشاركة، والمساءلة، والعدالة.
دعوة إلى العمل الجماعي
إن النضال من أجل حقوق العمال والعاملات يجب أن ينتقل من الإطار النظري إلى التأثير العملي الفعّال، القادر على تحقيق مكتسبات حقيقية، وتحسين ظروف العمل، وبناء منظومة حماية اجتماعية عادلة ومستدامة.
ونؤكد لكل من يتعرض لانتهاك في حقوقه أن الصمت يفتح المجال لتفاقم الانتهاكات، وأن المطالبة بالحقوق المشروعة، والاستفادة من المنظومة الحمائية المتاحة، حق لا يجوز التنازل عنه.
خاتمة
ستبقى فلسطين صامدة بإرادة أبنائها وبناتها، وبعمق التزامهم بقيم العدالة والكرامة الإنسانية. ولن نبني مستقبلًا أكثر عدالة إلا من خلال المراجعة الموضوعية لأدوارنا، والتطوير المستمر لأدائنا، والعمل الجماعي المنظم.
تحية احترام وتقدير لكل من يؤمن بأن العدالة الاجتماعية هدف قابل للتحقيق، وأن الحماية الاجتماعية حق إنساني أصيل، وأن العمل النقابي مسؤولية وطنية ومجتمعية.
Together Toward Effective Social Protection
A Renewed Trade Union Vision

In light of the rapid social and economic transformations shaping our world today, social protection has become a fundamental pillar for safeguarding human dignity and achieving social justice. In the Palestinian context in particular, this issue gains even greater importance due to the complexity and specificity of our reality. Hence, there is an urgent need to reconsider the concept of social protection from a participatory trade union perspective, grounded in justice and balance within society.

A Reality That Calls for Reflection
Discussing social protection requires a deep look at the balance of power within society. When these balances are disrupted within spaces of social dialogue, the effectiveness of protection systems is weakened, and workers and the most vulnerable groups may find themselves in a weaker position than they should be. Limited advocacy voices and challenges to effective trade union organization are serious indicators that deserve careful attention and responsible action.
In Palestine, these challenges are compounded by multiple factors, most notably the occupation and its consequences, challenges to national unity, rising unemployment rates, growing poverty, and working conditions that still require significant improvement—especially for women and youth. Today, workers face immense challenges and aspire to effective policies that move beyond theoretical discourse toward practical and sustainable solutions.

Toward a Constructive Review
We stand today before a genuine opportunity to conduct a comprehensive and objective review of our trade union and institutional roles and responsibilities. This requires raising fundamental questions, including:
• How can we enhance the effectiveness of our institutional and trade union roles?
• What are the best ways to confront current challenges?
• How can we ensure that our approaches are practical and realistic, rather than symbolic or temporary?
Strengthening transparency, improving institutional performance, and building credibility are essential elements for reinforcing social cohesion, supporting stability, and building young people’s trust in their institutions.

Key Development Axes
The renewed trade union vision is based on three main strategic pillars:
First: Redefining social protection as an inherent and acquired right, not a favor or a temporary initiative, while emphasizing its inclusiveness and sustainability.
Second: Developing social dialogue mechanisms based on genuine partnership and balanced relations among all parties, ensuring meaningful participation without exclusion.
Third: Enhancing the balance of power within society in a way that restores the role of popular and trade union movements in shaping public policies and making critical decisions.

Comprehensive Social Dialogue
Effective social dialogue must be a truly participatory space that includes workers, students, academics, women, youth, and civil society organizations, serving as a platform for constructive discussion and joint problem-solving.
Furthermore, development programs and social projects—despite their great importance—require clear and transparent monitoring and evaluation mechanisms to ensure fair access for targeted groups and to achieve the intended social impact.

To our young women and men, we extend a message of trust and hope.
You are the true force of change in our society.
You are the bearers of renewed visions and creative ideas.
You are essential partners in building the future.
We need your energy, ideas, and initiatives to renew institutional and trade union work and inject new vitality into leadership at all levels. The upcoming local elections also represent an important opportunity for active participation, renewing structures, and contributing to a new phase based on participation, accountability, and justice.

A Call for Collective Action
The struggle for workers’ rights must move from theoretical frameworks to effective practical impact that achieves real gains, improves working conditions, and builds a fair and sustainable social protection system.
We also affirm to everyone who faces violations of their rights that silence allows abuses to escalate. Claiming legitimate rights and benefiting from available protection mechanisms is a right that must not be abandoned.

Palestine will remain steadfast through the will of its sons and daughters and their deep commitment to the values of justice and human dignity. We will not build a more just future without objectively reviewing our roles, continuously improving our performance, and engaging in organized collective action.
