دائرة الأجور تنقل التجربة النقابية الفلسطينية إلى نقاش دولي حول الأجور العادلة والمساواة في سوق العمل
شارك الاتحاد العام لنقابات عمال فلسطين، من خلال دائرة الأجور، لأول مرة في أعمال التحالف الدولي للمساواة في الأجور (EPIC)، وذلك من خلال مشاركة عائشة حموضة، رئيسة دائرة الأجور في الاتحاد، في الاجتماع الفني للتحالف الذي عقد في 17 أيلول/سبتمبر 2026، تحت عنوان «النهوض بالسياسات والممارسات الداعمة للمساواة في الأجور».
ويجمع تحالف EPIC منظمة العمل الدولية (ILO)، وهيئة الأمم المتحدة للمرأة (UN Women)، ومنظمة التعاون الاقتصادي والتنمية (OECD)، إلى جانب الحكومات وأصحاب العمل والنقابات ومنظمات أخرى، بهدف دعم الجهود الرامية إلى تحقيق المساواة في الأجر عن العمل المتساوي القيمة والحد من فجوة الأجور بين النساء والرجال.
ويشارك في التحالف عدد من الدول والمنظمات من مختلف المناطق، من بينها كندا، مصر، الأردن، آيسلندا، نيوزيلندا، بنما، جنوب أفريقيا وسويسرا، إضافة إلى منظمة أصحاب العمل الدولية والاتحاد الدولي للنقابات، إلى جانب دول وشركاء آخرين من بينهم أستراليا، ألمانيا، فرنسا، المملكة المتحدة، البرازيل، إسبانيا، البرتغال، كوريا الجنوبية، بيرو، تونس، أوكرانيا، إيطاليا، تشيلي، تركيا وأذربيجان وإيرلندا.
التجربة الفلسطينية في الاجتماع
خلال الاجتماع، عرضت عائشة حموضة تجربة دائرة الأجور في الاتحاد العام لنقابات عمال فلسطين، مؤكدة أن موضوع الأجور يرتبط بشكل مباشر بالعدالة الاجتماعية والعمل اللائق والحماية الاجتماعية.
وأشارت إلى أهمية وجود دور فعلي للنقابات في الحوار الاجتماعي والمفاوضة الجماعية ومتابعة سياسات الأجور، إلى جانب دورها في رصد فجوات الأجور والدفاع عن حقوق العمال والعاملات.
كما تناولت واقع العمال والعاملات الفلسطينيين في ظل الظروف الاقتصادية الصعبة والأزمات المتواصلة، وانعكاس ذلك بشكل خاص على النساء العاملات والنساء اللواتي يتحملن مسؤولية إعالة أسرهن، والحاجة إلى سياسات تحمي الأجور وتعزز الحماية الاجتماعية.
واستعرضت حموضة جانباً من عمل دائرة الأجور في مجالات التوعية والتدريب، وآليات الشكاوى، والمفاوضة الجماعية، والدراسات والبحوث، إضافة إلى التعاون مع المؤسسات الوطنية، بما فيها وزارة العمل ووزارة شؤون المرأة، في القضايا المرتبطة بالأجور والمساواة في سوق العمل.
من المساواة في الأجور إلى الأجور العادلة
ركزت المشاركة الفلسطينية على أهمية توسيع النقاش حول الأجور، بحيث لا يقتصر على مبدأ «المساواة في الأجور»، وإنما يشمل أيضاً مفهوم الأجور العادلة والعدالة في الأجور، باعتبارها جزءاً من السياسات الاقتصادية والاجتماعية ومنظومة الحماية الاجتماعية.
وأكدت حموضة أن تحقيق المساواة في الأجر عن العمل المتساوي القيمة لا يتوقف عند وجود النصوص القانونية، بل يحتاج إلى تطبيق فعلي وإلى مشاركة أطراف الإنتاج في وضع السياسات وتنفيذها ومتابعتها.
كما شددت على أهمية تطبيق معايير العمل الدولية، وبشكل خاص اتفاقية منظمة العمل الدولية رقم 100 بشأن المساواة في الأجر عن العمل المتساوي القيمة، إلى جانب المعايير ذات الصلة بالمساواة وعدم التمييز والعمل اللائق والحماية الاجتماعية والتوفيق بين العمل والمسؤوليات الأسرية.
تبادل الخبرات وتعزيز دور النقابات
ناقش الاجتماع عدداً من القضايا العملية المرتبطة بالمساواة في الأجور، من بينها شفافية الأجور، والإبلاغ عن فجوات الأجور، وتقييم الوظائف، ورصد الأجور، ودور الحوار الاجتماعي والمفاوضة الجماعية في تطوير سياسات أكثر إنصافاً.
وأكدت المشاركة الفلسطينية أهمية أن تكون النقابات شريكاً أساسياً في هذه العملية، ليس فقط في المطالبة بالتشريعات، وإنما أيضاً في الحوار حول السياسات، والمفاوضة الجماعية، والرصد والمتابعة، بما يضمن أن تنعكس سياسات الأجور بصورة فعلية على حياة العمال والعاملات.
وتأتي مشاركة الاتحاد في أعمال EPIC في إطار تعزيز التعاون وتبادل الخبرات مع النقابات والمؤسسات الدولية والحكومات وأصحاب العمل، والاستفادة من التجارب المختلفة في مجال الأجور وشفافية الأجور والمفاوضة الجماعية والحوار الاجتماعي.
حضور فلسطيني في منصة دولية متخصصة
تمثل المشاركة الأولى لدائرة الأجور في تحالف EPIC مساحة جديدة للحركة النقابية الفلسطينية لطرح قضايا العمال والعاملات الفلسطينيين في النقاشات الدولية المتعلقة بالأجور والمساواة والعدالة الاجتماعية.
كما تتيح هذه المشاركة للاتحاد نقل تجربته والاستفادة من الخبرات الدولية، وتعزيز علاقاته مع النقابات والمنظمات الدولية والمؤسسات المعنية بسياسات الأجور.
ويواصل الاتحاد العام لنقابات عمال فلسطين، من خلال دائرة الأجور، العمل من أجل الأجور العادلة، والمساواة في الأجر عن العمل المتساوي القيمة، والحماية الاجتماعية والعمل اللائق، وتعزيز دور النقابات في الحوار الاجتماعي والمفاوضة الجماعية والدفاع عن حقوق العمال والعاملات.

Palestinian General Federation of Trade Unions Participates for the First Time in EPIC
Wages Department brings the Palestinian trade union experience to an international discussion on fair wages and equality at work
The Palestinian General Federation of Trade Unions (PGFTU), through its Wages Department, participated for the first time in the work of the Equal Pay International Coalition (EPIC).
The PGFTU was represented by Aisha Hmoudah, Head of the Wages Department, at the EPIC Technical Meeting held on 17 September 2026 under the theme “Advancing policies and practices to support equal pay.”
EPIC brings together the International Labour Organization (ILO), UN Women, the OECD, governments, employers’ organizations, trade unions and other partners. The Coalition works to promote equal pay for work of equal value and to support efforts to reduce gender pay gaps.
The Coalition includes countries and organizations from different regions. Its Steering Committee includes Canada, Egypt, Iceland, Jordan, New Zealand, Panama, South Africa and Switzerland, together with the International Organisation of Employers and the International Trade Union Confederation. EPIC also works with a wider group of countries and partners, including Australia, Germany, France, the United Kingdom, Brazil, Spain, Portugal, South Korea, Peru, Tunisia, Ukraine, Italy, Chile, Türkiye, Azerbaijan and Ireland, among others.
Bringing the Palestinian Experience to the Discussion
During the meeting, Aisha Hmoudah presented the experience of the PGFTU Wages Department and highlighted the close link between wages, social justice, decent work and social protection.
She stressed the importance of the active participation of trade unions in social dialogue, collective bargaining and monitoring wage policies, as well as in addressing gender pay gaps and defending the rights of workers and women workers.
She also spoke about the difficult economic and labour-market conditions facing Palestinian workers, with particular attention to women workers and women who are responsible for supporting their families.
Hmoudah presented some of the work of the PGFTU Wages Department in awareness-raising and training, complaints mechanisms, collective bargaining, research and monitoring, as well as cooperation with national institutions, including the Ministry of Labour and the Ministry of Women’s Affairs, on issues related to wages and equality in the labour market.
From Equal Pay to Fair Wages
The Palestinian contribution highlighted the importance of broadening the discussion beyond “equal pay” to include fair wages and wage justice, as part of wider economic and social policies and social protection.
Hmoudah stressed that achieving equal pay for work of equal value requires more than legal provisions. It also requires effective implementation and the involvement of governments, employers and workers and their organizations in developing, implementing and monitoring wage policies.
She also underlined the importance of applying international labour standards, particularly ILO Convention No. 100 on Equal Remuneration for Men and Women Workers for Work of Equal Value, together with other relevant standards on equality, non-discrimination, decent work, social protection and the reconciliation of work and family responsibilities.
Exchange of Experience and the Role of Trade Unions
The meeting discussed practical issues related to equal pay, including pay transparency, reporting on pay gaps, job evaluation, wage monitoring, social dialogue and collective bargaining.
The Palestinian contribution emphasized that trade unions should be active partners in this process, not only in advocating for legislation but also in policy discussions, collective bargaining, monitoring and follow-up, so that wage policies have a real impact on workers’ lives.
The PGFTU’s participation in EPIC also provides an opportunity to exchange experience with trade unions, governments, employers and international organizations and to learn from different approaches to pay transparency, collective bargaining, wage monitoring and social dialogue.
A Palestinian Voice in an International Platform
The first participation of the PGFTU Wages Department in EPIC provides a new space for the Palestinian trade union movement to bring the concerns and experience of Palestinian workers and women workers into international discussions on wages, equality and social justice.
It also allows the PGFTU to share its experience and strengthen cooperation with trade unions, international organizations and institutions working on wage policies.
Through its Wages Department, the PGFTU will continue its work for fair wages, equal pay for work of equal value, social protection and decent work, and for strengthening the role of trade unions in social dialogue, collective bargaining and the protection of workers’ rights.
